Election Process
This is an outline of the recommended process for electing members of the Core Group (the executive body of CEYC) and other positions during a full CEYC meeting. It is not binding, and the Core Group Chair may change this or choose to use an alternative method.
Nominations
Representatives wishing to stand for any available positions should make themselves known to the existing Core Group during the CEYC meeting. Normally, this means nomination forms will be available that must be handed in by a given deadline. The Chair of the Core Group will make the nomination arrangements clear to all CEYC members. Nominations will usually require another representative to second the nomination.
After their term has expired, existing Core Group members who wish to continue must be nominated and stand again for election.
Eligibility
All full members of CEYC (i.e. the representatives of each diocese) are eligible both to vote, and may stand provided they will be representing their diocese for at least a further year. Observers, including invited adults and representatives of other bodies, may neither stand nor vote without the permission of the chair. Those standing are still eligible to vote (for themselves, or another, at their discretion).
Hustings
After the deadline has passed and nominations have been collected, time will be made available for candidates to give their hustings speeches. These involve a candidate speaking briefly about why they should be elected to the position they have chosen. Provision may also need to be made for persons standing who are unavoidably absent (for example, they may submit a written speech to be read out).
Election
Following this, the election itself will be held. Voting will normally be by secret ballot, with votes recorded on paper and counted by the National Youth Advisers.
Representatives may stand for further positions if they are unsuccessful in their first choice, and to permit this the elections should take place in a well-defined order with results announced immediately after each position is voted for. This suggested order is as follows:
- Official observers to General Synod
- Core Group Chair
- Core Group Secretary
- Core Group Treasurer
- Other members of Core Group
For the single posts of Chair, Secretary and Treasurer of the Core Group (numbers 2, 3, 4 in the above list), voters will write one name on their voting slip. However, when a group of positions are being decided upon at once (that is, the official observers to General Synod and the other members of the Core Group, numbers 1 and 5 in the above list), voters should write down the same number of names as there are places. The highest-scoring nominees will be selected.
